France prohibited mineral oils in the inks used in packaging and printed paper

On May 3, 2022, France issued the decree of April 13, 2022, specifying the specific substances in mineral oil used in packaging and printing materials distributed to the public are prohibited. The decree will enter into force on 1 January 2023. The specific requirements of France for mineral oils on packaging and printing paper are shown in the below table:

“Mineral oils” means oils produced from feedstocks derived from petroleum hydrocarbons used for the manufacture of inks. It mainly includes straight chain, branched chain and cyclic saturated hydrocarbon mineral oil (mosh) and benzene ring containing mineral oil (MOAH).
Mineral oils
1. Mineral Oil Aromatic hydrocarbons (MOAH) comprising from 1 to 7 aromatic cycles;
2. Mineral Oil saturated Hydrocarbons (MOSH) comprising 16 to 35 carbon atoms.
Limited
1. Before December 31, 2024, mineral oils shall not be used when the mass concentration of MOAH in the ink is greater than 1%.
2. From January 1, 2025, mineral oil is prohibited to be used for:
- For Mineral Oil Aromatic Hydrocarbons (MOAH), when the mass concentration of these substances in the ink is greater than 0.1% or the mass concentration of compounds with 3 to 7 aromatic cycles in the ink is greater than one part per million (ppm);
- For Mineral Oil Saturated Hydrocarbons (MOSH), when the mass concentration of these substances in the ink is greater than 0.1%.
Transitional Periods
Packaging and printed paper manufactured or imported before January 1, 2023 benefit from a stock disposal period not exceeding 12 months from this date.
Packaging and printed paper manufactured or imported before each of the deadlines mentioned in Article 2 and which comply with the provisions authorized before these deadlines benefit from a stock disposal period of 12 months from these deadlines.
