ASTM F963-2023 the Standard Consumer Safety Specification for Toy Safety updated

On Oct 13, 2023, American Society for Testing Materials(ASTM) published ASTM　F963-23 the Standard Consumer Safety Specification for Toy Safety. Currently, Federal Regulations 16 CFR 1250 still used ASTM F963-17.

Major updates to new standards:

1. Heavy Elements in Toy Substrate Materials
-Provide a separate description of the exemption situation to make it clearer.

2. Phthalates
-Revised to align with Federal Regulations 16 CFR 1307.

3.Acoustics
-Revised the definition of certain sound toys to make them easier to distinguish, and specific test methods are indicated for each toy type to improve consistency of testing.

4. Batteries
-Higher requirements have been placed on the accessibility of batteries.
-Toys over 8 years old also need to undergo abuse testing.
-The screws on the battery cover must remain attached to the toy or battery compartment before and after abuse testing.
-The accompanying special tools for opening the battery compartment should be explained in the manual accordingly.

5. Expanding Materials
-Revised scope of application.
-Corrected an error in the size tolerance of the test gauge.

6. Labeling Requirements
- Added the tracking label requirement in compliance with the current federal labeling requirement.

7. Drop Test
-Update the referenced document for tiles used in drop testing.

8. Projectiles
-Removed Note 45

9. Bow and Arrow Testing
- Adjusted the testing sequence that is more logical in terms of occurrence. Another test condition has been added.

If no objection is raised from the CPSC Commission within 90 days, the revised standard comes into effect 180 days (expected in mid April 2024) after the date on which ASTM International notifies the Commission of the revision.
