CPSC Published Requirements for Toys Containing Button Cell or Coin Cell Batteries proposed rule

On Aug 13, 2024, The U.S. Consumer Product Safety Commission (Commission or CPSC) published requirements for Toys Containing Button Cell or Coin Cell Batteries proposed rule. Interested parties are invited to submit their comments by October 15, 2024.

The NPR proposes to add test requirements for captive fasteners, minimum requirements for threaded fasteners, and sequential use and abuse testing (stress relief, battery replacement, impact, crush, torque, tension, compression, and compliance verification tests), and to update marking and labeling requirements.

Based on the information and analysis in this NPR, the proposed performance and labeling requirements for toys containing button cell or coin cell batteries are more stringent than the existing requirements in ASTM F963-23. This can be seen as an extension of the requirements of the Reese's Law and UL 4200A-23 standards for toy products to further reduce the potential harm risks caused by these batteries and would provide the highest level of safety for such products that is feasible.

The Commission proposes to make this rule effective 180 days after publication of the final rule in the Federal Register.
