Some Amendments on the Reporting Rules for CHCC

The rules of reporting the chemical substances of high concern to children (CHCC) in a children’s product, in compliance with the Children’s Safe Product Act, has been amended by the Washington State Department of Ecology.

The key changes include:
1. the total number of CHCC substance reaches 85, with 20 chemicals (listed in the table below) newly added, 3 (the Phthalic anhydride, Octamethylcyclotetrasiloxane and Molybdenum) removed, and 1 compounds (nonylphenol) divided into three individual CHCC listings.
2. a single reporting deadline for all children’s products and all companies has been decided. The CHCC reporting for the children’s product sold from 2017/09/01 to 2018/12/31 is due on 2019/01/31; from 2020, the reporting is due on 01/31, based on the sales of the products during the prior calendar year.
3. the inaccessible components are exempted from the reporting requirement, while it is clarified that reporting total concentration of each CHCC is necessary.
4. the reporting files for the current reporting year should include the previous year’s report, if the reporting information for this two years is the same.
